When completing Hajj Badal for someone who is incapacitated, chronically ill, or too old, the duty can only be fulfilled once they have been allowed. This means that the Aamir can send whatever Ma’moor they like. In short, we can say that Hajj Badal can be performed for;
Furthermore, the Ma’moor (assigned person) should do the Hajj (Hajj Al-Qiran or Hajj Al-Tamattu) according to the will of the Aamir (authorizer). Finally, anyone doing Hajj Badal is encouraged to perform it with a pure heart. Moreover do not skip any Farz (imperative deeds).
A Muslim must meet certain criteria in order to do Hajj Badal. First and foremost, the individual nominated to do Hajj on behalf of another Muslim should be a rational Muslim. After then, the person performing Hajj Badal should make an intention (Niyah) on behalf of the person he is performing Hajj for before entering the state of Ihram.
Aamir is a person who is required to perform Hajj. They are still unable to do so due to a medical or physical ailment, and only if the impairment or condition is permanent. Aamir is also expected to financially sponsor Hajj Badal.

According to Abdullah bin Abbas, his brother Al-Fadl was riding beside Prophet Muhammad (PBUH). A woman from the Khath’am tribe approached them and said.
“O Allah’s Apostle!” My father’s Hajj requirement, which Allah imposes on His believers, has come due, and he is old and frail, unable to sit securely on the Mount. may I undertake Hajj on his behalf?”
“Yes, you may,” Prophet Muhammad (PBUH) responded. This occurred during the Hajj-al-Wida (of the Prophet SAW). (2.589 Hadith of Sahih Al-Bukhari)”
On the significance of Hajj for Muslims, Allah (SWT) says in the Holy Quran:
“And pilgrimage to the House is obligatory on men for the love of Allah, (on) everyone who is capable of making the journey there; and whoever disbelieves, then clearly Allah is Self-sufficient, above all worldly needs.” (Verse 97 of Al-Imran)
